CCCP

The CCCP is not a fairly recently organization. It has been brewing under the surface for a long time now, due to feelings that the Ranger Guard was not doing their job correctly, and the repeated evidence that the government could not help the world, only lone power wielders who banded together could. While the Initiative had sprung up a short time ago, it seemed this other organization was also incapable of doing what was necessary. A few power wielders who wanted to do something good were not going to be enough to solve the massive problems of the government. A government that could not even control the random attacks by thuggish power wielders.

History

The CCCP was created years ago in secret by a cabal of shady businessmen, who were worried that the constant attacks and threats of destruction to the earth would put an end to their lifestyle, and possibly even their lives themselves. To protect themselves, their families, and their sources of income, they banded together to create something that would stand against threats to the earth. And so they pooled their money, building a manufacturing facility and base of operations on an island that was home to an active volcano. With the easy power and vast resources that these companies could supply, they began constructing an army to protect the world with.

Location

The island rests in the tropical waters to the South. It is offset from the mainland, and as far as most everyone on the planet thinks, is completely uninhabited and useless. It has shielding to block sensory attempts, and while not too protected, it is completely underground, inside the volcano. It’s protection lies with the forces that have been gathered there to show themselves when the next great threat reveals itself.

Mission

Unlike things like the Initiative and the Ranger Guard, the ideas behind this group was not to create a simple team of fighting people, but to build an army, one capable of protecting the world. As such, their goals differ considerably. The CCCP does not put much stock in avoiding collateral damage, as their devices and weaponry are designed to be used in a war zone. The Praetor Walker is the shining example of this, and the organization’s swan song. There are only a few prototypes at the moment, though mass production is gearing up, assuming a successful test run.

The Praetor is not the CCCP’s only weapon in their arsenal, either. They are armed with a fleet of airships, and due to some of the companies that are involved in the conspiracy, they have vast access to rail lines and the like.

Recent Events

Recent events have changed the organization vastly, however. The ‘old guard’, as it was, has started to die out, and disappear. As such, a more radical and violent new guard is starting to take over. The current leader of the CCCP’s armed forces is a man named Kenneth Zumanda, and he has already consolidated much power from the former commanders and self styled generals who were the original businessmen that created the organization. He believes that Cardinal itself is the problem in defending the world from attackers, and that the coddling nature of things like the Budoukai are leading to a general weakening of the population. He discovered this after spending time in D’hennex, where the average person would be considered a weak power user in Cardinal.

As such he has turned the organization on it’s head, using it as his own personal army. Those who were unwilling were removed, and new members were brought in. They focused on many people with an anti-government basis, and their new goal is to make Cardinal worthy of defense, believing that only a trial by fire, and new leadership, will be able to save their homeland from the threats that will continue to come against it.
