Description
Icebolt is a basic magical attack, allowing the caster to project small spikes of ice at his or her adversaries. The cold gust of it has been known to have a dilatory effect on those struck by it.
Logistics
A blast which can be fired for 60% of the caster's MagPL, or charged for 20% more MagPL per round, up to 140% MagPL. It also slows those hit by it by 10% of the caster's MagPL. This slowing effect lasts for one post, plus one per two charges (two rounds at two charges, three rounds at four charges).
This tech costs 60 (45/75) tech days.
